She was predeceased by: her parents, Herbert L. Fleming and Dorothy M. Fleming (Schroeder). She is survived by: her husband Joseph R. Waters, Sr.; her son Joseph R. Waters, Jr. (Lisa) of Mt; her grandchildren, Heather Thomas (Troy) of Amelia, Tiffany Blalock (Travis) of Mt and Joseph R. Waters, III (Amy Corcoran) of Mt; her great grandchildren, Trent, Emma Thomas, Brady, Faith Luers, Joseph R. Waters, IV, Joshua and Nixon Gagen; and her brother Herbert "Bud" Fleming (Judy) of Sayler Park. She is also survived by many nieces and nephews.
Due to the COVID-19 Virus Pandemic, private graveside services will be held Monday, April 13, 2020 at the Mt. Orab Cemetery in Mt. Orab, Ohio.
