It is with deep sorrow that we announce the death of Carroll Edward Ruggles (Wheelersburg, Ohio), who passed away on April 21, 2023, at the age of 88, leaving to mourn family and friends. He was predeceased by: his father Charles R. Ruggles; his wife Billie Dee Edwards Ruggles; his daughter Cheryl Edena Ruggles; and his siblings, Howard Hill, Harold Ruggles, Gerald Ruggles, Leslie Ruggles, Gale Ruggles and Helen Hanes.

He is survived by: his sons, Edward Dale "Shorty" Ruggles (Cindy), Kenny Ruggles (Charmion) and William Dee "Willie" Ruggles (Rose); his siblings, Charles David Ruggles, Jean Fritz, Betty Cusina and Marlene Eltzroth; and his close friend Lana Fisher. He is also survived by seven grandchildren; fifteen great grandchildren; four step great grandchildren.

The family requests in lieu of flowers, Memorial Contributions be made in Ed's name to SOMC Hospice.
