He was predeceased by: his parents, Louis Phelps and Eva J. Phelps; and his siblings, Ricky Phelps, Helen Sue Colwell (Cecil) and Deborah Linda Kidd.
He is survived by: his siblings, Roger Phelps (Anne) and Andrea Gail Prewitt (Bill). He is also survived by many loving nieces, nephews, great nieces, great nephews, and other loving family members and friends.
