He was predeceased by: his parents, Carl Elkins and Ferbie Elkins (Swiney). He is survived by: his wife Nancy Elkins; and his children, Charles Elkins, Jr. (Sandy), Ricky Elkins (Janine), Glen Elkins (Sherrie), Gerald Elkins (Cindy), Clarence Elkins (Molly), Jeffrey Elkins (Katherine) and Audrey Hunn (Barry). He is also survived by 15 grandchildren and 19 great-grandchildren; two sisters and four brothers.

In lieu of flowers, contributions in Charles memory may be made to the Waynesburg Freewill Baptist Church.
