He was predeceased by: his parents, Adam H Payne and Icy Marie Payne (Locklear); his former wife Janet Ford Payne Duvall; his wife Anna Francine "Fran" Payne; his children, Michael Allen Payne and Sara Ann Payne; and his siblings, Charles Franklin Payne, John Payne, David Payne, Jesse Payne, Kathleen Raglan and Cherry Ann Coleman.
He is survived by: his children, Tammy Lynn Plattenburg (Kenneth) of Texas, Janet Ellen Russell (Terri) of Texas, Roger Payne II (Lynnette), Kathleen Marie Payne of Texas, Nicole Surina and Connie Soto Lightner of Texas; his stepchildren, Felicia Elaine Scott (Grover) of Greenfield, William Richardson (Heather) of Texas, Willie Braxton Scott, Huner Nicole Scott and Serenity Marae Scott; and his siblings, Helen Pat Harris (Frank) of Frankfort, Elmer Wayne Payne of California and Billy Lamar Payne (Marty) of Pataskala. He is also survived by fourteen grandchildren.
