He is survived by: his children, Billy L Rice, Jr. and Rebecca J Keenan of Lorain; his grandchildren, Christopher, Tommy and Sarah; and his siblings, Bob Rice of Webster Springs, WV, Delmas "Joe" Rice of Webster Springs, WV, Glenda Rice-Baker of Charlton, WV, Carol Rice-Jordon of Webster Springs, WV, Dixie Rice-Stowtz of Oak Island, NC and Millie Rice-Case. He is also survived by 2 great grandchildren.
