He was predeceased by: his parents, Ethel A. Waters (Campbell) and George W. Waters; his wife Janice "Jan" Waters (Scranton); and his siblings, Barbara Dumas and George Waters.

He is survived by: his children, Richard G. Waters, Jr. (Sandy) of Pittsburgh, Ted Waters of Van Wert and Linda DeJesus (Juan) of Racine, Wisconsin; his brother-in-law Richard Scranton (Peggy) of Chester; his grandchildren, Amanda, Nicholas Waters, Emma Cable (Keith), Anna Waters, Isabella, Elizabeth, Thomas and Daniel DeJesus; and his great grandchildren, Bailey Betterman and Jaxon Waters.
