He was predeceased by: his parents, Fredrick Carter and Martha Carter (Rouch); his wife Pamela (Woessner); his daughter Melissa Warwick; his sister Nina Johnson (Beagle); his grandchildren, Scooter Neff, Tessa Lundy, Carissa Carter and Shae Carter; and his mother-in-law Carolyn Woessner.

He is survived by: his children, Todd Carter (Marie) of Tiffin, Tony Carter (Teresa) of Tiffin, Jill Reuter (Phil) of Tiffin, Fred Carter of Tiffin, Jodi Swanigan of Tiffin, Shawn Stagnolia (Selena) of Toledo and DeEnda Botton (Shane) of Tiffin; and his brothers, Ed Carter (Becky) of Tiffin and James Carter (Diana) of Republic. He is also survived by 27 grandchildren, 24 great-grandchildren.
