He was predeceased by: his parents, Cecil Earl and Barbara Mae Bailey; his grandparents, William, Allie Sampson and Anna Mae Bailey; and his siblings, John Joseph Utsinger and Kathy Lynn Bailey Temple.
He is survived by: his siblings, Mary Powell (Mike) of Filmore, UT, Sharon Bailey-Miller (Robert) of Arboga, CA, Richard Bailey (Nikki) of Weirton, WV, Lisa Bailey-Cline of Steubenville, OH and Glinda Bailey-Platt of Weirton, WV.; and his children, Mackenzie Ann Bailey, Emma Nicole Bailey, Charles Michael Bailey II and Taylor Joseph Bailey. He is also survived by nieces, nephews, great nieces and great nephews.
