He was predeceased by: his parents, Theodore "Ted" Harter and Evelyn M. Harter; his wife Ruth J. Mulholland; his siblings, Dixie Bennett (James) and Charles Harter (Sylvia); his son Ricky E. Harter; and his great grandchild Hailey Rae Harter.
He is survived by: his son Robert Harter (Anne) of Frederick, Maryland; and his grandchildren, Shawn Harter (Davine), Shannon Harter, Shane Harter (Kelly), Shelley Hartley (Michael), Shay Harter (Abbey), Victoria Ruffner (Pat), Whitney Niffenegger (Chaz) and Marcus Harter (Krystal). He is also survived by twenty-four great grandchildren; and three great great grandchildren.
Visitation will be held on Thursday, May 1st 2025 from 6:00 PM to 8:00 PM and on Friday, May 2nd 2025 from 10:00 AM to 11:00 AM at the Thomas E. Bayliff Funeral Home (728 E 4th St, Spencerville, OH 45887). A funeral service will be held on Friday, May 2nd 2025 at 11:00 AM at the same location.
In lieu of flowers, preferred memorials may be given to the Spencerville Ambulance Service.
