He was predeceased by: his parents, Russell B. Phillips and Erma M. Dunfee Phillips; his wife Terri Ann Robbins Phillips; and his sister Diane M. Phillips. He is survived by: his daughters, Rebecca Perry of Muncie, IN. and Emily Kuhn (Steven) of Shadyside; his siblings, Russell Phillips, Jr. (Debbie) of Albany, OH., Donna Caddell (Brian) of St. Clairsville, OH. and Keith Phillips of Shadyside; and his grandchildren, Miley Conners, Landon, Addisyn Perry, Autumn Cuichta, Haiden and Watson Kuhn. He is also survived by several nieces and nephews.
