He was loved and cherished by many people including: his parents, Raymond Payne and Frieda Brown Payne; his wife Barbara "Bobbie" Weakland Payne; his son Robert Payne (Jody) of Portsmouth; his brother Stuart Payne (Anita) of Portsmouth; and his grandson Zachary Payne.

Memorial contributions may be made to the Faith Baptist Church in Wheelersburg, OH.
