He is survived by: his wife Margaret Keller Carter; his children, Bert Kevin Carter (Carla) of London, Richard Carter (Tina) of London and Angela Meiring of Troy; his siblings, Darrell Carter (Donna) of Florida, Gayle Mitchell of Florida and Carolyn Phillips of Arcanum; his siblings-in-law, Nancy Keller of Wheelersburg and Jim Keller (Marcie) of Wheelersburg; and his siblings, Don Carter, Paul Carter and Nora Carter.
In lieu of flowers his wish would be a donation to Faith Baptist Church, 795 Ohio River Road Wheelersburg, Ohio 45694 for the building fund.
