He was predeceased by: his parents, William Robert and Virginia Mary Scarbrough (Rafferty). He is survived by: his wife Etta "Trudy" Weber; his children, Jill Marie (Gary) and Todd Richard Scarbrough (Karen) of Grove City; his grandchildren, Brandon, Alexandria and Olivia; his siblings, Ken Scarbrough (Linda) of Florida, Bob of Michigan, Cathy Scarbrough of McDonald and Tim Scarbrough (Karen) of Florida; and his siblings-in-law, Bruce Weber of Lisbon and Barbara Poland (John) of Columbiana.

Due to the COVID-19 pandemic, there will be no services at this time, but a Celebration of Life will be held at a future date.
