With heavy hearts, we announce the death of William Phipps (Saint Clairsville, Ohio), born in Wheeling, West Virginia, who passed away on December 9, 2019 at the age of 72. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

He was predeceased by: his parents, C. C. Phipps and Alice Zimmerman Phipps. He is survived by: his wife LuAnn Kennedy; his sister Mary Ann Yoakum (Jim) of Maryville; and his pets, Luke, Gypsy, Ritz, Ben and Momma.

Bill's final act of kindness was to give the gift of life through organ and tissue donation.
