He was predeceased by: his parents, Howard M. Philipps and Pearl Philipps (Fagan); and his wife Nancy L. Philipps (Miller). He is survived by: his children, Dwight "Mike" Philipps (Pam) of Piqua, Howard Philipps Jr. (Deb) of Piqua, Sherri Sargent (Nate) of Minster and Carla Sibert (Daryl) of Piqua; his grandchildren, Mike Philipps (Lisa), Darrell Philipps, Melissa Spurgeon (Jason), Allana Deaton (Chad), Kurt Cruse (Rachel), Brandy Cruse (Brandon Harstine), Makayla Kindell (Chewy Perez), Johnny Russell (Lillian), Philip Russell (Angela), Brian Sibert and Brittany Wills (Thomas); his sister Jean Caven of Piqua; and his sister-in-law Ann White of Covington. He is also survived by 27 great grandchildren, many other relatives and friends.
