He was predeceased by: his parents, Charles Fulton and Carolyn Fulton. He is survived by: his wife Sharon Fulton (Swayne); his children, Beth Aber (Randy) of Hillsboro and Brian Fulton (Tina) of Hillsboro; his grandchildren, Jessica Hicks (Daniel), Jacob Aber (Paij), Jesse Swearingen, Daryl Morgan (Corey) and Jeremiah Hall; his great grandchildren, Camri Aber, Braylon, Jesslyn Swearingen, Izabella and Malikai Skaggs; and his siblings, Tom Fulton, Bob Fulton (Libby), Glenn Fulton (Sandy), Sally McDaniel (Gary) and Susie Ross (Wayne).

In lieu of flowers, the family requests that memorial donations be made in Phil's memory to either the Adams County for Christian Values Nativity Scene or the Gideons International.
