He was predeceased by: his wife Carol H. Carter (Irwin); the mother of his children Gwendolynn B. Gilman Carter; his siblings, George E. Carter (D. Rosalie), Ray Carter (Eleanor), Charles E. "Chod" Carter, Don L. Carter (Ruth), Richard A. Carter (Bonnie) and E. Elizabeth Richards (Charley); and his sister-in-law Jacquelyn Gilman Thiel.
He is survived by: his pets, Cricket and Scooby; his children, Mark A. Carter (Mary Lisa) of Patriot, OH and Anette L. Brown of Gallipolis, OH; his grandchildren, Chris Carter (Lori), Cody Carter (Alexandra), G. Carter Smith, Shelby Brown (Seth Baldwin) and C. Dylan Brown; his great grandchildren, Alexis and Paige Carter; and his sisters-in-law, Anna Lou Carter and Dr. Regis M. Gilman (Steve Hume). He is also survived by nieces and nephews.
