He was predeceased by: his parents, Stanley Simms and Mary Florence Taylor Simms; his parents-in-law, Floyd and Ida Lois Simmons; his siblings, Bob, Bill, Jack, Jim Simms and Charlotte Irion; his nephew Eddie Simms; and his brothers-in-law, Jim Mullineaux and Kenneth Irion.
He is survived by: his wife Lois Jean Simms; his children, Wendy Russell (Eric), Robert "Bob" Simms and Christina Shockey (Jeff); his grandchildren, Cody Russell (Taylor), Colton Russell, Cadence Shockey, Braden Simms and Jayla Smith (Jackson); his great grandchild Bennett Smith; his sister Jane Milhoan (John); and his siblings-in-law, Bonnie Simms, Minada Simms, Barbara Neal (Mike), Mary Mullineaux and Jeffery Simmons. He is also survived by several nieces and nephews.
In lieu of flowers, donations can be made in Jay's name at any Ohio Valley Bank location to assist student athletes at Gallia Academy High School.
