He is survived by: his children, Janet Phillips-Owens of Fort Walton Beach and William Melvin Owens, Jr. (Kymberie Hanna Sanford); his grandchildren, Holly C Kohlman, William M Owens, III, Jennifer Powell, Jessica Williamson (Tyler) and Amanda Phillips; his great grandchildren, Jack, Truett and Adler; his siblings, Norma Jean Morales and David Tolliver (Angie); and his friends, Judy Johnson and Hollis Hoop. He is also survived by numerous nieces, nephews, great nieces, great nephews and numerous cousins.
