He is survived by: his wife Shirley Carter (Bail); his son Jason Carter of Chillicothe; his granddaughter Savannah Carter of Hilliard, Ohio; his brothers, Melvin Carter (Wilmena) of Thurman and Alan Carter (Faye) of Oak Hill; and his sister-in-law Charlotte Carter of Oak Hill.
