He was predeceased by: his parents, Donald D. Bay and Elsie Woodruff Bay; and his siblings, David Bay and Judy Brennen. He is survived by: his children, Brad Bay (Cassandra) of Utica and Elizabeth; and his siblings, Donald Bay of Nashport, Karen Evans of Lapel, Donna Willis of Newark, Joyce Potts of Mt. Perry, Kitty Weaver of Nashport and Betty Jane Bay of West Lafayette, Ohio.. He is also survived by several nieces and nephews.
