He was predeceased by: his parents, Vernon Lawrence and Francis Lemon Starkey (Smith); his brother Don Rouse; and his sister-in-law Donna Starkey. He is survived by: his siblings, Vernon "Larry" Starkey of Mingo Jct, Gary Starkey (Tina) of Mingo Jct and Mary Francis Hickle of Mingo Jct, Beloved; and his pet Grrrr.
