He was predeceased by: his parents, James Emery and Lillian Higgins (Little); his wife Evelyn Gertrude Higgins (Morris); his son Robert David Higgins; and his great grandchild Dawn Marie Ensell.
He is survived by: his son William James Higgins Sr. (Susan) of Mingo Junction; and his great grandchildren, Amy Jo, Caila Sue, Jacob Higgins of Mingo Jct, Lisa Thompson, Macaila, Morgan Ensell and Tyler Joseph Thompson.
