He was predeceased by: his parents, Jefferson O. Neff, Sr. and Virginia James Neff; his brother William C. Neff; and his in-laws, Robert H. Gould and Martha Katherine Plinke Gould.

He is survived by: his wife Katherine Gould Neff; his daughter Tobi Virginia Neff Athanas (Constantine); his grandchildren, Sophia Katherine Athanas, Chloe Elizabeth Athanas and Theodore Constantine Athanas; his son Robert Jefferson Neff, Sr.; his grandchildren, Hannah Joy Neff, Robert Jefferson Neff, Jr. and Jeff; his sister Sandra Neff Dietz (Doug); his great-nieces and great-nephews, Drew and Shreeya Mathew; and also, Wendra Katherine Williams Mathew (Bijay), Deandra Dawn Williams Cornett (Tom), Hayden Rieck Cornett and Elizabeth Gould-Leger.

In lieu of flowers, the family respectfully requests that you donate to the charity of your choice in Jeff's name.

“The first day I met Jeff was a turning point in my life. He offered me the opportunity to be a site manager for a project he was putting together. That was 1998 and it changed the direction of my career forever. I will miss his smile and genuine happiness, when he would see you at a DOE conference or meeting. My heart goes out to his family and friends. He will be missed. Dan Watson”
