He was loved and cherished by many people including: his parents, Philip C. Manly and Dorothy Manly (Lowe) of McConnelsville, Ohio.; his wife Mary Jo Manly; his children, James (Lauren), Jane and Kathleen; his grandsons, Rimba and Avery; his siblings, Virginia Rusiska (Robert) and John (Jul); and his nephews, Kenneth Rusiska and Ian Manly.

Due to the current pandemic situation, private family services will be held at the National Cemetery of the Alleghenies with full military honors.
