He was predeceased by: his parents, Cecil Eugene Sr. and Methyl Neff; his wife Jane T. Neff; and his sister Martha Belle Parks. He is survived by: his children, Roger Neff (Kimberly) and Kelly Bates (Doug); and his grandchildren, Gabe Neff, Douglas, Brenden and Morgan Bates.
