He was predeceased by: his parents, William E. Rupp and Dorothy Jane Rupp (Neuhardt); and his wife Helen Rupp (Prochaska). He is survived by: his daughters, Pamela Turley (Brian) of Bethesda, Renee Young (Kelsie) of Martins Ferry and Brenda Campbell of Martins Ferry; and his siblings, Sue Phillips (Marty) and Richard Rupp (Jackie Cropp) of Virginia. He is also survived by 7 grandchildren, 2 great- grandchildren.
Visitation was held on Saturday, March 8th 2025 from 9:00 AM to 11:00 AM at the Heslop Chapel (415 Walnut St, Martins Ferry, OH 43935). The military honors was held on Saturday, March 8th 2025 at 10:45 AM at the same location. A funeral service was held on Saturday, March 8th 2025 at 11:00 AM at the Wilson Funeral Home (415 Walnut St, Martins Ferry, OH 43935). A committal service was held on Saturday, March 8th 2025 at 11:30 AM at the Parkview Memorial Gardens (1922 Warden Run Rd, Wheeling, WV 26003).
