He was predeceased by: his brothers, John H. Ratliff, Jr. and George Ratliff; his cousin Tom Collins; his father-in-law Larry Lee; and his sister-in-law Dorothy Ratliff.
He is survived by: his wife Sheri Ratliff; his children, Billy Ratliff (Kelsi) and Jamie Hess (Leo Jr.); his grandchildren, Leo Hess III and Braylon Hess; his parents, John Ratliff and Carole Ratliff (Garrison); his siblings, Randy Ratliff (Crystal Brinkerhoff) and Mary Webber (Howard); his mother-in-law Talma Lee; and his sisters-in-law, Suzanne Madden and JoAnn King (Fred). He is also survived by many nieces, nephews, other relatives and friends.
