It is with great sadness that we announce the death of Phil Palmer of Manchester, Ohio, who passed away on November 9, 2020, at the age of 56, leaving to mourn family and friends. He was predeceased by: his mother Bessie Mae Lewis Palmer; and his siblings, Carolyn, Marilyn Palmer and David Palmer. He is survived by: his father Gene Warner Palmer (Beverly) of Maysville, KY; his daughter Jordyn Mullins (Matt) of Mt. Orab; his brother Mike Palmer (Tara) of Maysville, KY; the mother of his child Tamra Palmer of West Union; his parents-in-law, Wayne, Wanda Baldwin of West Union, Ray, Mary Fitzgerald, Jason and Malisa Baldwin; and his friends, Troy Woolard, Jeff Pollitt and Ival Palmer.
