He was predeceased by: his parents, Hubert Milligan and Juanita Milligan (Dillon); and his brother Jeff Milligan. He is survived by: his sister-in-law Connie Milligan; his nephew Joe Milligan; his niece Meradith Rich; and his aunt Janice Dillon. He is also survived by several cousins; close friends.
