He was predeceased by: his parents, James M. Skaggs and Maggie Vicars (Wells); his stepfather Bill Vicars; his daughter April Dawn Tipton; his siblings, Raymond, Jerry Skaggs and Terry Webb; and his grandsons, Daniel and Jacob.
He is survived by: his sisters, Thelma Crabtree of Rosemount, Linda Foster of Washington Courthouse, Kathy Hamilton of Wheelersburg, Vicki Eldridge of Lucasville and Dee Rickard (Gary) of Point Pleasant, WV; his former wife Jewell Skaggs; his grandchild Joey Tipton; and his stepsons, Walt Lester (JoAnn) of Marysville, Dwayne Lester (Sherry) of Thurston and David Lester (Tess) of Beaver. He is also survived by 5 step- grandchildren and 4 step great grandchildren and several nieces and nephews.
