He is survived by: his wife Denise Cora Phelps of Lordstown, OH; his sons, Marty Phelps of Belleville, IL and Brian Phelps of Carmi, IL; his stepson Charles W. Baumgartner, Jr. of Warren, OH; his sibling Dana Baxley of Marissa, IL; and his pets, Rusty and Winnie. He is also survived by eight grandchildren.
