He was predeceased by: his parents, Harold Elkins and Esther Elkins (Carter); his brother Marion T. Elkins; his brother-in-law Milt Watts; and his stepfather Lee Groves.
He is survived by: his wife Emily Adkins; his children, Debbie Spencer (Jeff) of Rushsylvania, Harold "Buddy" Elkins III (Marsha) of Waverly, Sue Straker (Chad) of Rushsylvania, Mark Elkins (Kimberly) of Quincy, Doris Elkins (Jody Long) of Huntsville and Lori Mendez of Indiana; and his siblings, Doris Shump (Steve) of Columbus, Betty Watts of West Liberty, Jim Elkins of Quincy, Judy Adkins of Bellefontaine and Mary Liebhart (Rick) of Bellefontaine. He is also survived by 20 grandchildren, 27 great-grandchildren.
