He was loved and cherished by many people including: his parents, Floyd Smalley and Beatrice Smalley (Faust); his sons, William Smalley Jr. (Carla Soliday) and Robert Smalley (Donna Bach); his siblings, Floyd Jr., James Smalley, Selva Wade and Violet Marie Obney; his grandchildren, Courtney Lee, Abby Lynn, Brock Smalley, Gerald Wayne, Kurtis Ryan, Lindsey Michelle Thompson and Katlyn Ann Smalley; and his great grandchildren, Alexander Scott, Emmalynn Lee Soliday, Raelene Lynn Carter, Nadene Marie Skye Palmer, Talyn Michael Bennett, Adelaide Jean, Ariellia Rae, Avianna Darlene and Ainsley Lynn Thompson.
