He was predeceased by: his parents, Bill Kelly and Marilyn Kelly (Bryan); his parents-in-law, Arthur and Mary "Mae" Recker; his siblings-in-law, Loretta Miller, Terry McLeod, Ron Ream, Wilbert "Bill" Recker and Henry "Frank" Wallen; his nephews, John Recker and Caleb Recker; and his niece Angie Steele.

He is survived by: his wife Judy Kelly (Recker); his children, William "Bill" Kelly, Jr. (Stacey) of Plant City, FL, John Kelly of Lima, OH and Krista Baker (James) of Holland, OH; his grandchildren, Josh, Bryan, Jordan, Carson, Ethan, Aiden and James Jr.; his sisters, Karla McLeod of Oregon, OH and Carol Ream of Lima, OH; and his siblings-in-law, Karl Miller, Arthur Recker (Tammy), Charlene Recker, Therese Wallen, Ann Frieson (Robert) and Alice Wanner (Randy). He is also survived by numerous nieces, nephews, and other relatives.
