He was predeceased by: his parents, Jessie Black and Frankie Thomas Black; and his siblings, George, Elvia "Isaac", James "Butch" Black, Willie, Smith, Jessie "Merle" Williams, Gloria "Jean" Butler and Barbara Davis.
He is survived by: his wife Patricia "Pat" Wilson Black; his sons, Otis Jr. (Jennifer) and Rodney (Katie); and his siblings, Henry C. and Evelyn Lee (Black) of Farrell, PA.
