He is survived by: his parent Leah Rae Kelly; his spouse Evelyn Spangler Primmer; his sons, Shayne Primmer of Logan, Nathan Tomblin of Nelsonville, Phillip Tomblin of Lancaster, Ethan Tomblin of Logan and Justin Tomblin of Logan; his grandchildren, Jordie, Phillip Jr., Kelsey, Brenan, Christopher, Maya, Kaley and Emma; and his sisters, Barb Collier Kaylor (Ken), Denise Primmer Kelley and Paula Mayes. He is also survived by nieces and nephews.
