He was predeceased by: his parents, George Waugh and Margaret Waugh (Guisinger); his sisters, Rosemary Creiglow and Norma Shaw; his sister-in-law Sharyn Waugh; his brothers, Richard, Harold and Kenny Waugh; and his close friend Dick Giles.

He is survived by: his wife Donna Waugh; his daughters, Christy Clark (John Bobbitt) of Dublin and Kelly; his son-in-law Dave Starkey; his grandson Justin Starkey; his brother Donnie Waugh; his siblings-in-law, Bill Creiglow (Jo Ann) and Pearl Waugh; and his close friend Alyce Giles. He is also survived by many nieces and nephews.

In lieu of flowers, donations may be made to the First United Methodist Church, 163 E Wheeling St, Lancaster, OH 43130, or to the Charity Newsies, P.O. Box 443, Lancaster, OH 43130.
