He was predeceased by: his father George William Howell; his fiancée Heather Thompson; his grandfather Carl E. Smith; and his uncles, Paul D. Smith and Carl L. Smith.
He is survived by: his mother Jeanette Hignite (Claude) of Ashland, Kentucky.; his son Brodee Howell; his stepdaughter Kali Schob (Brandon); his brother Jeff Smith (Jane); his grandmother Dolores Smith; his uncle Charlie; his aunt Diana Browning; and his cousins, Carl D. Smith and Chuck Browning. He is also survived by nieces, nephews, and extended cousins.
In lieu of flowers, the family would like donations to be made to Mended Reeds Health Center in Billy's honor.
