He was predeceased by: his parents, John Jared Balmer and Lula Mae Balmer (Drye); and his brother Harry Allen Balmer. He is survived by: his wife Rose Mary Balmer of Ironton, Ohio; his children, John Balmer (Joy) of Midland, Teresa Brown (Sue Taylor) of Kitts Hill, Velda Balmer of Chester, Michael Balmer (Lisa) of Independence and Pamela Aldridge Nance (Robert) of Ironton, Ohio; his grandchildren, Krystal Balmer, Tiffany Springer, Cassaundra Gray, Cara Hern, Miranda Pauley, Brittany Capps, Jonathan Balmer of Eric Balmer, R. J, Niemer and Ryan Niemer; and his brothers, Thomas Balmer (Judith) of Pedro and James Balmer (Jackie) of Welsh, Louisiana.. He is also survived by 18 Great-grandchildren.
