He was predeceased by: his parents, John A. Higgins and Drexel Franklin Higgins; his wife Sue Ann O'Neill Higgins; and his siblings, Lewis Benjamin "Benny" Higgins and Barbara Ann "Bobby" Higgins.
He is survived by: his children, John Higgins (Amber) of Ironton, Mike Webb (Barb) of Newark, OH and Cindy Haddad (Richie) of Canal Fulton, OH; his grandchildren, Sean Webb, Anarose Webb, Skyelar Bryant, Caleb Lynch and Vaeda Sueannilyn Higgins; his great grandchild Taeauna Knight; his sister-in-law Ann Higgins Webb of Flatwoods; and his nephews, Marty Higgins (Susan) of Deering, OH and Todd Higgins (Jennifer) of Gray.
Visitation was held on Monday, April 21st 2025 from 6:00 PM to 9:00 PM. A funeral service was held on Tuesday, April 22nd 2025 at 11:00 AM at the Lazear Funeral Home Chapel (1632 Central Ave, Ashland, KY 41101). A burial was held on Tuesday, April 22nd 2025 at the Bellefonte Memorial Gardens (700 Red Devil Ln, Russell, KY 41169).
