Carter (Heath, Ohio), born in Newark, New Jersey, who passed away on March 17, 2019, at the age of 77, leaving to mourn family and friends. She was loved and cherished by many people including: her children, John Carter, Kathleen Barbeich and Cynthia Talbot; her siblings, Ronald Malony, Alice Siegelin, Virginia Papik and Margaret Appalloni; her sister-in-law Peggy Ragland; her grandson Logan Graham; her foster parent Laurie; her husband Forest "Hoot" Delany Carter; her son William Darnell; and her sisters, Joan Lugo and Karen T. Wright.
