He was predeceased by: his parents, Wilmer "Rip" Winkle and Marjorie Van Winkle; his siblings, Ronald, William and Nancy Perry; and his granddaughter Skylar Rose Teeters.
He is survived by: his wife Becky; his children, Jennifer Hunkins (Matthew), Nicolas Van Winkle, Scott Van Winkle (Lindsay) and Elizabeth Teeters (Joshua); his grandchildren, June, Freya, Archer and Kayce; his stepgrandchildren, Rhapsody and Cole; and his sister Carol Hall (John).
OCTOBER IS PREGNANCY AND INFANT LOSS AWARENESS MONTH and in lieu of flowers for Phil, the Van Winkle family would like to spread a little of Skylar Magic.
