He is survived by: his children, Tony Spratt (Sara) of North Baltimore and Erica Mullins (Jeremy) of Wauseon; his grandchildren, Jasen Mullins, Jacob Mullins, Lexi Mullins, Lucas Spratt and Walter Spratt; and his brother Richard Spratt.
