He is survived by: his children, Todd Carter of Tipp City, Ohio and Rhonda Lynn Morris (Jeff) of Harrisburg, Virginia; his grandchildren, Collin Carter, Camden Carter and Ty Reed; and his sister Vera Snedaker (Jeff) of Gallipolis.
