He was predeceased by: his parents, Charles Moon Mullins and Brooke Rogers Mullins; and his wife Brinda Lenae Collier Mullins. He is survived by: his children, Timothy Tyler Mullins of Martins Ferry and Aisha Slone of Blaine, Kentucky; and his siblings, Clifford, Mick, Ann and Patty.
