He was predeceased by: his parents, Harry H. "Bud" Milligan and Lola M. Scott Milligan. He is survived by: his wife Debra Jeannette Bear Milligan; his children, Kevin Milligan (Melissa) of New Philadelphia and Kyra Milligan of Freeport; his granddaughters, Olivia and Aliya; his brother Tom L. Milligan (Nancy) of Wooster; and his mother-in-law Ann Bear of Freeport. He is also survived by several brothers-in-law, sisters-in-law, and numerous nieces and nephews.
