He was predeceased by: his parents, Roy Downing and Wilma Downing (Babbart); his wife Rebekah Shonkwiler; his son Daniel Downing; his grandson Nathan Williamson; and his sisters, Dona Buccilla, Nancy Trott and Lois Dorsey.
He is survived by: his children, Russell Downing (Kimberly) of Petersburg and Annette Williamson (Keith) of Findlay; his grandchildren, Eric Downing, Jordan Downing (Laura), Emily Barnes and Madelynn Whitman (Jeremy); and his great grandchildren, Cole, Parker, Deacon, Holly and Maeve.
In lieu of flowers, memorial contributions may be gifted in William's honor to Flag City Honor Flight.
