She was predeceased by: her parents, Okey Bailey and Anna Saul Bailey; her husband Merrill S. Waugh; and her siblings, Mildred Stiff, Frances Moody, Margaret Bailey, Bob Bailey and Charles Bailey.

She is survived by: her children, Judy Wolfe (Cliff) of Titusville, Charles Waugh of Crown City, Richard Waugh (Sue) of Crown City, James Waugh (Rose) of Crown City and Scott Bailey (Judy) of Gallipolis, Ohio; and her grandchildren, Mark Chevalier, Nathan Waugh, Mike Waugh, Rachael Chambers, Tiffany Waugh, Jay Waugh, Alan Bailey and Phil Bailey. She is also survived by twelve great grandchildren; and several nieces and nephews.
